Yes — that's the whole point. Windows records execution in Prefetch, BAM, Amcache and ShimCache independently of the file itself. Deleting cheat.exe doesn't remove those traces, and wiping them is itself flagged as anti-forensic behaviour.

No. Keys are hardware-locked and non-transferable between machines. Admins can assign and revoke keys from the dashboard at any time.
